Is there any "special" kind of lubricant or grease one should use on a C2 tach cable to help minimize needle bounce?

The best way to minimize needle bounce is to route the cable in the smoothest way possible, eliminating any tight bends whereaver possible. This is assuming, of course, that your tachometer instrument is in good order.
Ordinary chassis grease will be fine if the above conditions are met. If not, then no special lube on the planet will guarantee linear operation of your tachometer.

Most flex-cable lubes are graphite-based, in a liquid carrier - CC sells one called "Kable-Ease" that has worked well for me on many cars. Tach cable bounce can also be caused by damaged drive gears on the cross gear and the distributor mainshaft.- Top

My '64 has some noticable tach needle bounce at idle speed up through about 2,300 rpm then it is rock steady. I lubed the cable with the Kable Ease before I left for Park City but it did nothing for the needle bounce.

Needle bounce
My 71 has a 400 rpm range that the needle on my tach bounces. From 1800 thru 2200 rpm the needle will bounce. Any other speed its smooth as can be. It only does it if I drive normally. If I step on it, it does not bounce at all. It is shimed about as tight as it can be so I know the main shaft is not jumping up when I accelerate. Any thoughts?
