    C2:67 Speedometer calibration

What diameter of tire was the basis of original speedometer calibration for 67 3.08 rear ends.

I have Coker radials with a diameter of 27.11". Using the Mike Cobine's Rear Axle Calculator at

in fourth gear at 2300rpm, my speed calculates to 60.22mph.

The original speedometer(restored by D&M Restoration), shows 55 mph at 2300 rpm.

Could the tire size account for being more then 10% off in speed or could it be in the speedometer calibration?
