The new JG says cad. plated for a 63 and 64. But, I have black phosphate on my 63, no idea if they are original. Also, Corvette Central sells replacements that say SEMS on the head that are black.

Can all 63 and 64 owners comment on this.

Just looked at mine which I'm sure are original and whatever plating was on there has deteriorated with time. They for sure are black though so Harry's comment re phosphate should be right. They are black because they sit in the black recessed 'stripes' that run the length of the moulding. If they weren't black, they'd stick out like a sore thumb.

David, are the 7 screws on each side that hold the rocker from the bottom also black?

OK Harry, here is your definitive answer. I checked my known original car and double checked against the 63-64 Judging Manual. The 2 screws at each end are black, 'black oxide' Philips head screws. The 7 screws on the bottom are sheet metal screws with no slot, i.e., put on with a wrench. Mine have SEMS on each head. They are not black. According to the manual, they are sheet metal screws with hex head and fixed washer with known markings of 'SEMS', 'L', 'EM', or blank and are cadmium plated. I think thtat's everything you need to know.
