This is a real mystery to me. The shields came off for the first time in my 37 years with this 67, and they were actually in pretty good shape with no sign that a piece had broken off or corroded away. The part numbers in the 67 AIM match those in your post, i.e. 3851673 (LH) and 3864180 (RH). Yet the RH one is shorter (10") then the LH and looks like it was fabricated without the neckdown and extension beyond.
The only thing I can think of is that maybe they substituted other GM heat shields on my late 67. The 0626 assembly date, I understand from a Restorer article had some other anomolies in a substitution of a Chevy II engine block.
Maybe they also substituted heat shields. Are the heat shields unique to Corvettes or did other GM passenger cars have them in 1967?

Those things were stamped from strip stock, and it's possible that your "short" one was blanked from the very end of the coil and was "short-blanked" and still ran through the draw die; "stuff happens" in production- Top
