    hood paint margin

The '67 judging manual says with the "exception of the outermost lip" paint the underside of the hood black. Does that mean the edge or the area under the hood that is an inch or so wide?

The edge gets a bit wider down by the hinge, but the blackout is not supposed to follow. The blackout/body color line should be straight and coverage gets skimpy down toward the front edge.
