I've been snookered. This was a quiz and I quessed wrong.

That's a '65 396 due to the width.

Now you don't have to "fix" it.

The dimensions of the rectangular opening facing the radiator are 16.5" top to bottom and 23" side to side. The oval opening facing the fan blades is 20.5" top to bottom and 19.5" side to side. It doesn't appear oversized and fits the radiator support well.

I think you were right in suspecting Bubba. Now that I've loked more closely, when everything is fitted into place, the cut-out is not needed for clearance. It must have been cut to facilitate installation.

Stock shroud opening, as checked in the garage moments ago, is indeed 23" wide. Looks like you have your original piece and my delusions of big blocks were just that.

My shroud has almost exactly the same "nibbleing" as I recall. I have a Harrison aluminum but who knows whats gone on in the past.
