Speedo and Odometers (re-try)

I would like to ask the question stated below again because I didn't got an true answer to my question and as junior judge I would like to know the general opinion about this topic when I judge speedo's and rev. counters...

Question: If our cars are to be judges as they recently left the factory and had their dealer preps should the miles counter(and rev counter on early cars) not state a very low number when judged.

I don't find anything in the judging manuals about this...

No, we ignore the numbers that are showing. They can show how ever many miles (or revs) are on the car.

may be illegal to reset the miles

In many states, if you reset or otherwise tamper with the original mileage, you are required to permanently stamp the body shell (usually at the driver's door opening) to indicate the original mileage present when the odometer was reset.

Actually VERY easy to change the mileage so buyer beware! But it's just as easy to reset the new odometer to match the mileage of the original you removed so you don't have to stamp the car.
