All 1968 and 1969 Corvettes with Rochester QuadraJet carburetors used the in-line fuel filter configuration which you described. This fuel filter, an AC-GF-432 and GM #5651480, is still available but sell for about $40. The fuel return line from the filter was installed to help prevent vapor lock.
Your alternator pulley should be zinc plated steel. The A.I.R. pulley was originally phosphate coated. The water pump rear 2 groove pulley was usually painted, but sometimes phosphate coated. The forward one groove pulley may be either painted or phosphate. The crankshaft pulley for your engine was probably phosphate coated, but might also have been painted. When painted, pullies are all semi-gloss black. Some current-day GM replacement pullies, even under the original part number, are gloss black.
