help have a state issued vin # and the title has this vin # also but the car has a different # how would i go about finding out what happened

If what I think that you're saying is actually what you're saying, then I'd say you've got a real problem on your hands. Here's how it SHOULD be (and, I think this would be the same for ALL states): If you have a car with a state-issued replacement VIN number, there should be a sticker/plate on the car with that number. That number should match the VIN on your registration and ownership certificate. If it does, that's all that matters. If the car has, IN ADDITION TO the state issued replacement VIN, other "numbers", those are irrelevent.
However, if what you're saying is that the number on the replacement, state-issued VIN sticker/plate DOES NOT MATCH the number on the registration/owners certificates, then you have a REAL problem. Essentially, what this says is that you own a car, but the car you own is not the one that you are in possession of. This creates problems. The only way that I know of to straighten it out would be to contact the DMV of the state that issued the title documents.
A piece of advice: when purchasing a car, ALWAYS, WITHOUT FAIL, check to make sure that ALL of the documents are in order and that all of the documents MATCH the VIN number of the car. If there is even a HINT that the VIN tag/plate has been tampered with (and , maybe, even if there is no such indication) one should inspect the frame VIN derivative to see if it matches the other VIN references. If EVERYTHING does not check out PERFECTLY, PASS on purchasing the car NO MATTER HOW GOOD OF A DEAL IT IS.In Appreciation of John Hinckley- Top
