Unibits are the best way to do this, maybe with a little green tape around the area. I"ve done this with new paint and it works very well, no grabbing of the bit as it goes through the fiberglass.
Don't know what size you need but anything bigger than a 1/2 inch could be created with a holesaw. Many of these use a 1/4" bit as a pilot drill. This smaller bit goes thru first and prevents the larger hole saw from "walking" around as it goes thru the material.
I've even seen carbide abrasive hole saws for cutting composite materials at Home Depot type hardware stores.
I ACUALLY SCRIBE THE PAINT WITH AN EXACTO BEFORE DRILLING PAINT. THIS WAY IF IT WER TO GO TO CHIP IT WOULD STOP AT THE SCRIBE. I USED UNIBITS AS WELL AS STANDARD BITS. I HAVE ONE UNIBIT THAT THE STAGES ARE THIN FOR FIBERGLASS,DEPENDING ON THINESS OF GLASS TOP OF HOLE IS LARGER THAN BOTTOM. FIBERGLASS DRILLS EASY AND FAST. TO MUCH PRESSURE YOU GET A RING FOR NOT STOPPING ON TIME FROM THE NEXT STEP.
