What is the proceedure to to touble shoot a winshield washer on a 58-62 c1.

Make sure the vacuum hoses are correctly attached. This is a common problem.

Second step, after checking the hoses for routing, is to send it to Tom Maxwell to have it fixed. (only halfway kidding) Rubber inside dries up and lack of vacuum no longer allows things to work.

That begs the question: (since Tom rebuilt our washer pump last year and it's been in dry storage since) Once you have the system working, do you keep the reservoir full of water, or dry? The wiper system will probably never be used other than for PV, given the $50 set of wiper blades on the car, and being driven less than 2000 miles/yr in sunny SoCal. I wonder which method will cause the system to re-degenerate more slowly?

I used to live in El Cajon, so I remember so cal well. It was always a challenge to remain hydrated there--and I believe that that is important for the washer system as well. Some guys I know remove the wiper arms and actuate the system every once in a while to keep it fresh. Tom M. would, I'm sure, have an opinion on the value of doing that--I don't know if his would be the same as mine.
