C1 intake manifold help

Do the bolts need to be to torqued down,if so what is the PSI thanks

Yes, there is a sequence and torque is 25-35 foot-lbs. the torque sequence starts at the center bolts (exaust crossover) and works clockwise around the four bolts that enclose the exhaust crossover, then across the engine from side to side 2 bolts per side toward the rear of the engine and finally to the front using the same paired pattern use incermantal steps and run over the sequence a final time to even all torques.

....and a simplified diagram with the sequence depicted by numbers can be found in most Chevrolet or Corvette factory service manuals as well as most "generic" manuals like Chiltons, etc.
