Where is the key warning buzzer located on a '71?

Look for it mounted on the fenderwell in front of and to the left of the brake master cylinder.

It is inside the horn relay, mounted right where Jim said. Check to be sure the connector with the single green wire is plugged in. That is the signal from the reed switch in the steering column.

The green wire is +12V to the horn; the wire from the reed switch in the steering column is a 20-ga. pink/dark blue/black.
