How important is the chrome cover for the distributor? What is it's function? Also, I am missing the shields on my exhaust manifolds. Are they important? The engine has been completely rebuilt and runs great except for a low RPM hesitation when first starting off. It acutually did this before i had it rebuilt also. Could this be spark plug or distributor heat causing this? Any suggestions would be appreciated.

The chrome distributor shields and the OUTER chrome or stainless spark plug shields are installed for radio interference suppression purposes only. They have no function whatsoever with respect to engine operation. In fact, Corvettes ordered without the radio, don't have the shields, at all. Without the shields, though, you will have greater radio interference problems.
I doubt that "spark plug or distributor heat" is related to your hesitation problem. This symptom could be caused by a variety of maladies involving carburetion or ignition systems. In Appreciation of John Hinckley- Top
