Consider drilling a hole in the block as existed on the original '63 block, but there is a liquid vapor separator in the lifter valley and you would also need to install one, if it can be found, or fabricate something that will work, so this might not be an easy thing to do with the engine installed in the car.
Drilling a hole in the top of the valve cover may not work well unless you incorporate a liquid vapor separator, which was usually included with valve covers that had the PCV outlet. Without this device the engine could ingest oil through the PCV system. There are lots of lousy PCV system designs out there, including Chevrolet systems, because they allow liquid oil pass through. Unfortunately your between the rock and a hard place on this one. I can't think of a relatively easy solution that has a decent chance of performing well.
