    '66 power antenna mast

My power antenna operates fine, however the thinnest(top) mast section does not extend, but remains in the retracted position. I have the antenna out of the car. Any suggestions for trying to free it up?

Sounds like there's an excessive interference fit between the upper mast stage and its lower counterpart. I'd repeatedly inject penetrating oil along the ridge line, let it sit work, then, with a helper operating the UP/DOWN switch, manually pull/push on the upper stage to see if you can free it up.

BUT, you have to be careful doing this. Once you hear the antenna motor start 'clicking' (indicating its reached its travel limits), RELEASE the switch! Too much time with the antenna motor 'banging' against its rails could result in the drive cable fracturing inside the mast. THEN, you'd be looking a full antenna restoration and that service isn't cheap!
