With mechanical lifters, how does one know when valve adjustment may be required? What are the symptoms? What are consequences of driving when adjustment may be required?

Your CSM should tell you the recommended interval. For '63 it was 12,000 miles for normal driving on mechanical lifter engines.
The clearance tends to increase between adjustments, so valvetrain noise will usually increase when they get loose.
The looser they get the more above clearance ramp velocity the valves are jerked off the seat and slammed back down, which will tend to increase the rate of seat recession.
Maintaining proper maintenance intervals means it's important to keep maintenance records, especially on things like valve clearance adjustment, which only have a mileage, not a mileage or time, whicever comes first, interval. Some of us may see 5-10 years or more pass before 12,000 miles is accumulated, and unless you have a record of the mileage that the last valve adjustment was done and the next one is scheduled, you're going to forget!
