    67 seat back latch bracket

I am in the process of restoring my seats to be sent to Texas. After blasting, painting and assembling the locking mechanism, I've noticed on one of the seat back frames that the bracket where the locking mechanism is assembled, the bracket is a half inch or so pulled away from the main back frame. It appears it had a weld at one time? When looking from the side, the locking mechanism is parallel with the back frame. The other back frame bracket is welded tight to the seatback frame and from the side, the bracket is angled. I am pretty sure the bracket is supposed to be welded but before I start welding, I thought I should ask the experts. I can e-mail pics if not clear. Thank you in advance.
