It's an obsure part but I'm curious how many years it was used...on Corvettes.

GM #3830786 was a black plastic tie strap of 3" length. This was not a "zipper" type strap nor a strap with multiple insertion points for wide length adjustment. It had push-in ends and was of a fixed installed circumference. The part was released in 1963, although I can't find any 1963 Corvette applications for it. I won't rule out that there were some, though. Although released for PRODUCTION in 1963, it was not available in SERVICE for many years, first becoming available about 1978.
The first Corvette use for it that I can find is 1966 for big block radiator overflow hose retainers and it continued to be so-used through 1968. It also appears that there may have been some other Corvette use about 1977 or 1978 for some electrical application, but I can't confirm that.
The GM #3830786 was originally designed for and released for use in air conditioning hose strap retention applications. However, I can't find any Corvette use for it in that application. I would not rule out that it was so-used, though.
The GM #3830786 was discontinued from SERVICE in June, 1990 and replaced by GM #3816659. The latter is a 7" tie strap of a different design with multiple possible installed length configurations.In Appreciation of John Hinckley- Top

It was used in 78 to secure the hood release cable to the molded distributor shield (the black plastic type) that had the screened aluminum foil material used to prevent Radio Frequency Interference. The part number is embossed on the portion that is viewed once the strap was folded and inserted into the shield. It can only be inserted one way. We see them frequently on those common low-mileage Pace Cars.
I was curious because in 79, a different type was used. I was missing one on my 78 and a Corvette friend mechanic retrieved one for me and I just came across it in the glove box as I traded vehicles and contents (Jeeps).Tom Russo
