The part number on the shaft is 3738505.
The arms have a small welded plate on the outside face which is about 1 inch x 1 inch and almost comes to a point.

There is also the added welded inside or underneath plate as well.

What year or years are the A Arms?

The lower a-arm shaft of the forging number you described was used for all 1963-82 Corvettes. However, this forging has TWO configurations. One configuration has the long section of the shaft with FLAT surfaces on both sides. The other version has "dished" sides in a more-or-less "I-beam" configuration. I believe that these 2 types of shafts were used interchangeably. However, during early C2 production I think that the "I-beam" style may have predominated. During later C2 and early C3, I think that the "flat" style may have predominated. During later C3, I think that the "I-beam" style returned to predominate. These are just GENERAL observations, though.

The welded-on bracket is the steering arm stop. This bracket changed for 1978-82 from that used for 63-77. However, the difference is so minor and pretty much indiscernable, that there's no way I can tell which one you have from your description. Even with a picture, I probably wouldn't be able to tell you which it is.

The welded reinforcement indicates that the arm is a very late 1963 through 1982 arm.
