Almost. There is a slight difference in the placement of the parking brake cable guide bracket. This was done in 1978 to ensure no contact with the larger tires first available for the 1978 model year. I doubt that anyone could discern this difference without having the arms side-by-side. The 78-82 arms will work perfectly for any 65-77 and became the SERVICE arms for those years..
