Inner Fender Upper Seals

Dear Board Members,

Could someone answer a staple question for me (installing seals and one side does not match the other). Concerning the upper inner fenders, was the flat of the staple installed in the wheel housed area, or was it in the engine compartment section.

The staple "flats" are in the engine compartment. The ends of the staples are curled in the fenderwells
