    could also be due to color or tilt wheel

    Not all the parts changed over at the same time. Your car has a black interior so I would think those were likely used up first. If there were a less common interior color (like blue or silver), and if the columns were painted in advance then they may last longer. Also, the tilt and non-tilt columns would likely change over at a different date.

        Evidently it's not working properly. The key is removable in any gear. So, what's the fix? If it is electrical, the battery is dead, so that will have to come later. If it is a mechanical linkage, could the interlock have become non-operable from sitting without use for several years?

          Look at the steering column where it enters the engine compartment. There is a steel cable that attaches to a small arm on the column in the engine compartment right next to the firewall - looks just like the cables for the parking brakes. The other end attaches to the reverse arm on the transmission. Most likely it has been disconnected at one end or the other. Make sure the cable is well lubed and moves freely. Also make sure the arm on the steering column is able to move freely (it makes the mast jacket rotate). If you move the arm make sure to put it back in the correct location so your ignition key will come out of the column.
