    Do not know specifically about the 69 but my 70 does not use a throttle solenoid.

      From the Judging Guide...

      "An anti-diesel/fast idle solenoid is mounted to the front of the carburetor on all air-conditioned cars and all those with automatic transmissions and solid lifter. Early 1969 air-conditioned cars may not have this solenoid or bracket. On single-carburetor cars, the cadmium-plated bracket attaches to the driver's side front top of the carburetor."

      The solenoid used in 1969 was a Delco Remy 1114421. As for the exception regarding early '69 A/C equipped cars lacking the solenoid, you'd have to find more info from those who know more about '69 running changes than I do...
