Thank you for your help. I checked the breaker and had 12 volts, just like I had at the switch. I assumed that I had a problem in the harness itself. I tested the wires to ground at the individual motors and had 4.6 volts. I will check the continuity of the motors as one does not even make noise. I also think I will hot wire the motors with a jumper wire from the battery to test the motor that does not move.

I would make sure that the motors (both of them) have a good ground. Take the bolts holding the motor bracket off and clean the surface areas along with the bolts. Check your volts from a known good ground and then again using the case of the motor(s) as the ground.

If the ground isn't the issue, both the "up" and "down" wires pass through the outboard multiple connector on the engine side of the fuse block, and corrosion inside those connectors is quite common.
