67 Inner Fender Splash Shields

Dear Board Members,

The Splash Shield Staples for the inner fenders are installed with the flat of the staple in the engine compartment, is this true, or should the flat be in the wheel well side.

The staples are installed with the flat of the staple in the engine compartment on my 67 that is original and have never been changed.
