Knowing of several wiring experts on line, I need help with this one...Installing a H.E.I. distributor and a single wire alternator in a 62 vette, is the voltage regulator and coil ballast resistor replaced with this setup? What changes to the orginal 62 engine/ignition harness would be made...

You can do this without modification (cutting) of your stock harness.
The HEI distributor needs a full 12 volts. The only change necessary is to take distributor voltage from the hot (12 volt) side of the ballast resister.
If you are installing an alternator, I assume it produces a higher amperage than the generator. You should run a heavier than stock wire from the alternator. I would run it to the voltage regulator and continue from there to the battery cable connection on the starter solenoid. The size wire necessary depends on the maximum amperage of the alternator. To be safe, maybe install 8 gauge wire for this.
The only other change necessary is to move the regulator wire from the GEN terminal to the BAT terminal. This will bypass the regulator.
The new heavy wire will protect the original wiring without modifying it.
