    1970 Harmonic Balancer Painting

I have a 1970 L46. I am trying to determine if the 1 3/4 inch outer edge of the 8 inch harmonic balancer is painted the engine orange. The NCRS Judging Manual indicates that the center of the harmonic balance is masked before painting. I am not sure if this is the 1 3/4 outer edge of the balancer or some other part of the balancer. When looking at the original balancer it appears that there is paint on the 1 3/4 out edge. For judging is this outer edge painted?
