On both my outer tie rods I found yellow paint as expected. What I did not expect was that the yellow paint was behind the rubber boot on both.
Just some feed back for those who may want it.

The rubber boot on GM tie rod ends is a seperate, non-captured piece that simply slides over the ball stud. I'm quite sure that the paint mark was emplaced on the tie rod end before the end ever saw the installation of the boot/seal. I expect that the paint daub may have "overlapped" the area where the boot/seal resides and the area adjoining that. In your case, the paint on the adjoining area, which is exposed to the elements, probably has long-since departed. The portion of the paint that was under the boot, and thereby protected from the elements, has survived.
my december build 63 has the same mentioned paint under the tierod boot also. it happens to be on both right hand threaded ends. none on the left hand threaded ends.
Still have paint on the outside of tie rod end, when I was about to take picture saw the yellow went under the boot on both outter tie rod ends, nothing on inner ends..
I have NOS tie rods with inspection paint on the boot as well as on the tie rod. This indicates that the boot was on when the inspection paint was applied. The only caveat is that there may have been a change in the procedure from production to later service replacements.
