C2 Power Brake booster mounting plate

Can someone please tell me whether the mounting plate for the C2 power brake booster was riveted on before or after blackout. Would the plate, as visable through the wiper grill area, be covered with blackout. As always, thanks for any responses.

When I restored my '67 P.B. car, I was under the impression that all firewall brackets rivetted on were done so before assembly and blackout.

Rob is correct - the plate was riveted on in the Body Shop, prior to paint.
