I hope you have more than one headlight actuator. If you don't, then you've been driving with only a single headlamp. ALL 1968-82 Corvettes have TWO headlight actuators and REQUIRE two headlamp actuators. However, assuming that you're actually talking about the headlamp actuator VACUUM RELAY VALVE, that's another story.
I believe that very early 1970 Corvettes used the 1969 headlamp actuating system. This system used a tank with TWO fittings and a single vacuum relay valve. If the car is anything but an early car, then there must have been some "modification" or "grafting" that took place somewhere along the way for it to have the configuration you describe.
In any event, you need to follow the 1969 vacuum hose diagram. I can't provide such a diagram here, but you can find such information in the 1969 AIM or in commercially available vacuum hose charts. Dr. Rebuild has the absolute best ones available.
Our research showed a single relay valve for the headlights in model year 1969 until about October 1, 1969, when the two relay valve system began. Jeff do you find any evidence that the front fiberglass has been changed?
I believe others on this board have reported that Doc Rebuild sells accurate vacuum hose diagrams.
