Where is the part number located on the 66 wheel covers? Can it be seen with the spinner attached? I see the numbers on the back side of the spinner, but I understand there is another number for the cover itself. Also, in addition to the spinner part number there is a faint number which looks like ***Y or Y55A, what is this?

I don't think that the part number for the complete wheel cover assembly was ever embossed or otherwise inscribed on the wheel cover. Any numbers on the spinner are likely just a part number for a component of the ornament (spinner).
Anyway, the part number for the original wheel cover ASSEMBLY was GM #3888813.
The GM #3888813 was discontinued in October, 1974 and replaced by GM #3964518. The latter is the non-spinner, "safety" version of the 66 Corvette wheel cover assembly.
I don't know what the other codes you mentioned are. Very likely, they are some sort of manufacturing code used by the manufacturer of the wheel cover and it's components.
