my 1971 seat frames have some rust and Paragon offers stripping and dipping for 50.00 per seat has anyone tried this service? (sounds X rated)

First of all, I've not used Paragon's service. However, I can tell you that rust is a VERY common problem on seat frames (induced by the salt-laden perspiration common to human beings).
An acid dip followed by neutralization and coating is one way of doing this. Another way is bead blasting the frames, followed by powder coating or several coats of rust-preventative paint.In Appreciation of John Hinckley- Top
