Are all 4 screws the same. In the judging manual they say that the uper 2 screws are pan head slotted screws woth captured washers. Are the captured washers lock, flat or serated lock washers. And if the two bottom screws are different what are they?

After referring to the AIM and TIM&JG, I think I have the answer to your question.
Refer to AIM, page E254 (UPC 14). It documents the screw (item 2) that holds the aluminum bezel to the valence as P/N 161901.
Now to the TIM&JG. I believe that the "two cadmium or zinc plated, pan-head slotted screws with integral washer." are the fasteners that hold the license plate to the bezel and valence.
Reading further: "White plastic nuts, inserted into the rear body panel, receive the Phillips screws that attach the aluminum stamping to the body." I believe that these, pan head, Phillips screws (total 4) secure the bezel to the valence. They are what the AIM calls P/N 161901.
I have obtained and verified this information from my original, March produced, '65 convertible.
