In order for my wiper motor to work i have to disconnect the small black ground lead from the wiper motor and run a seperate test wire from the ground terminal on the wiper motor to one of the intake bolts or any good ground,ok ,so the black wire from the harness is not carrying a good ground ,what i need to know is where does this black wire end up to ground so i can fix this . thanks guys

If your blower motor still works ...
You don't mention the year, but (at least in '65) both the blower motor ground and the wiper motor ground are dedicated to the black 14ga wire that connects to one of the starter mount bolts. Often this breaks, in which case neither the blower or the wiper works. If the blower still works, means that somewhere in the wire harness from the blower wire (branch) junction to your wiper motor there's a break in this wire.- Top

The dash switch must be grounded (through the cluster and its ground wire above the tach), AND the motor must be grounded through the ground wire in the harness, shared with the heater blower motor, that has a large ring terminal on it that goes under the outboard starter attaching bolt. If either of these two grounds aren't solid, the wiper motor won't work.- Top

both wiper switch (under-dash harness) and the wiper motor (engine compartment harness) grounds need to be intact for proper operation.
It sounds as Jim R.'s problem is wiring and suspect location is known. But for others that may have similar wiper operation problems, my 2nd choice of trouble-shooting help is found in the 1963 Corvette Shop Manual Section 12.
By far, the 1st choice on how to understand / trouble-shoot these puppies is found in the Chev Service News of June 1965; there's about 3_1/2 pages of text, photos, and simplified logic diagrams that did the trick for me. I can scan / email or post here if there is interest.
In a nutshell, the wiper MOTOR's main ground is to the engine harness via the connector that is held by one of the screws attaching the washer pump cover.
"The positive (hot) circuit is always present at the motor [when the ignition switch is at ON or ACC], and all control is accomplished by varying negative (ground) conditions" (at the dash switch).- Top
