Wipper Puzzle

Nick has a 63 roadster that has a baffeling problem.
We all think we know how the wippers work - I did.
On the way home from some where he turned on the wippers and they only swept 1/2 way over the windshield. Months later we put a set of wood sticks on the wiper mounts, ran the motor and they only swept 1/2 way.
The first time I saw it I thought that there was something broken in both arm pivots. We tested the linkage and no slop or give in anything. From a geometry point of view what we see can't happen but it does.
Has anyone see this before and have any insite into how to fix it.

With the motor in park position (drive stud at 9 o'clock), the arm on the passenger side wiper transmission should point down at about 4 or 5 o'clock, and the arm on the driver's side wiper transmission should point up, at about 10 or 11 o'clock. Also, if the thick spacer washer is missing between the inboard ends of the two arms where they go over the motor drive stud, the arms can interfere with each other and lock up the linkage.

If the linkage is properly configured/assembled and the problem persists, it's probably in the motor.

Sorry, when the motor is in park position, the drive stud is at 3 o'clock, not 9 o'clock. Neuron disconnect.
