I think it went into effect in 2000 or 2001. It's a federal law, subject of course, to states' interpretations; which is why some states cooperate and some don't :-)

I am familiar with the statute. I think you missed my point...I was referring to Polk.

If my 'them' you mean "...a State department of motor vehicles, and any officer, employee, or contractor,..." (from statute), I agree.

I don't think they fall under the above list of persons prohibited from disclosing personal information. Even if they were covered by the statute, it would not be up to GM to give them permission to release the information.

Just to clarify:

Polk does have contracts with the manufacturers, but that's another matter. The data we're talking about here is state vehicle registrations, which Polk buys from the individual states. The states are restricted as to what they can do with it, and in turn restrict companies like Polk (or other legitimate requestors) as to how they use the data.
