Since your base engine with the "929" cam is now set up to pre-emission specs, the idle should also be set up that way with the vacuum can connected. The idle spec for '63s with the 929 cam and powerglide is 450 RPM in DRIVE, however, because the 350 has a longer stroke, you might get accepatable idle quality at 400 to 425. Once the idle is set at an accepatbly low speed, turn on all the accessories to increase the alternator load, and check that idle quality does not deteriorate, increase as required.
