There should NOT be paint "all over the tank". Generally, I haven't seen any paint on the tanks, but I suppose it's possible that a LITTLE blackout might have gotten up in there.
I will pull a 73 tank this weekend from an untouched original I am restoring. Like Joe, I doubt any black will be present anywhere other than blackout overspray, If I see anything different I will let you know.
