I can jump red and black wire at the relay and they will blow. How can I trace the problem? What does the tan wire from the steering wheel do, does it just act as a ground? I have to leave for the Speedway Regional early Thursday morning. Thanks in advance. Jimmy

The tan wire provides a switched ground (via the horn button) activating the relay. You can check the switch by measuring the resistance between the ground (eg frame) and the tan wire. It should measure indefinite while not pressing the button. When pressed it should measure 0 ohms.
This wire activates the relay which will then provide the 12v provided by the red wire to the horns. The horns are grounded so the circuit is completed.
