5 port washer date decal

The decal on my 1970 5-port pump has the correct part number, 5044758, but has a date of 13 0 2 A. I always thought this was a Julian date of 1/13/70. But the Judging manual says Julian dates carry three numbers, so it would seem that the date should be 013. On the other hand, the date can't be 130, because this would mean the year would be 72, and then the part number would be wrong, because 72s didn't have 5-ports.

After being judged twice, no one has ever mentioned the info on this decal. So I guess my question would be is my decal incorrect, or is the manual incorrect in that Julian dates may have only two numbers?

I believe you read the sequence "13 0 2A" as the 13th day of 1970 supplied by production source '2A'. My recollection is the production source code identifies both the producing site/line and shift code...
