1976 License Plate Frame/Screw/Envelope

Hello, Can someone tell me if the 1976 License Plate Frames were Aluminum as in the guide book, or Stainless as advertised at places such as Dr. Rebuild? How can you tell a repro from an orginal? Also a source for license plate screws.

The big question, more obscure than the above is the License Plate screw envelope that came with the glove box items. Was it brown as in the guide book, or white like the key envelope.

Any insights are appreciated!

I believe what you're looking for is a small (4 3/4" x 4") brown envelope. It's perferated down the middle, splitting it into two separate compartments. The printing on it is as follows:
