I don't think my linkage is in the correct position or the return spring on my 70 l-46 manual transmission, I see that their are three holes to position the linkage. I have the stock Carburetor.

The ball stud to which the throttle cable attaches goes in the lowermost of the 3 holes on the upper arm of the throttle lever. You will note that the uppermost and lowermost holes have a "ridge" on the outer side formed in the stamping operation. The middle hole has no such ridge. It's always seemed to me that this would be the correct hole for the ball stud. However, that's not how they were. So, the base of the ball stud seats on the top of the ridge of the lower hole.
As far as the return spring goes, it connects between the hole at the very bottom of the throttle lever lower arm (i.e. the portion below the axis) to the hole in the forward "tab" of the accelerator cable bracket (mounted to the driver side, rear carb stud). The throttle arm lever was never available from GM as a separate part; it was supplied only as part of the complete throttle body assembly. The number that you are referring to must have been some Rochester Products internal part number for the piece. In any event, I am fairly sure that the 1970-72 Q-Jets had this lower lever. In fact, as I recall, it was a "more prominent" lower lever than was used for earlier Q-Jets.
Are you sure that you have the correct carb? Also, keep in mind that even if you have the correct carb number as seen stamped on the float bowl assembly, that does not mean that the throttle body might have been interchanged at some point.In Appreciation of John Hinckley- Top

I'd check it out more thoroughly before you go shopping for a new throttle body. As I say, I THINK it's the way I described but I'm not 100% sure. You might want to look at some other 1970 Corvettes with Q-Jet (all 1970 except LT-1).
As far as the throttle body goes, the correct throttle body for your carb was GM #7036842, a number which will usually NOT appear anywhere on the part. Unfortunately, it was discontinued without supercession in January, 1976. After 31 years, finding an NOS example might be difficult.In Appreciation of John Hinckley- Top
