I have a chance to acquire 4 brand new Goodyear Regatta 2 tires at dealer cost.
What size would be best for my 67 15x7 boltons...215/70/15 or 205/75/15.

There were some recent postings on these exact tires, with good feedback. I have them on my '66 roadster. They are smooth and quiet. They just barely touch the frame at full turn. (My car is all stock and has never been damaged/repaired in front)
If you want a tire that "fills out the wheelwell" most like a stock tire, I'd use the 205-75-15. It compares very well with most dimensions of the original tires, except tread width where it's over an inch wider. It's also close enough in OD that you shouldn't need to be concerned about speedometer re-calibration.
With the 215-70-15, I'd be concerned about the possibility of rubbing. It might be so close that while it would work on some cars, it would rub on others. For the most part, I'd think that it would work ok, but what do you do if it doesn't? Not worth the chance in my mind.
215/70s have the same revs per mile - 775 - as the OE 7.75-15s, which means the OD is virtually the same. You can verify the revs/mile data on the Goodyear web site. The 205/75s will be greater - typically 766.
I've never heard of any fender clearance problems with 215/70s on the OE 6" Rally wheels, but it's tight.
Just put 215/70's on my '67 with bolt-ons; no problem whatsoever. And, the extra width looks really 'strong'. I have 1" clearance at the wheelwell at the rear and 1 3/4" at the front, which is plenty. Mine are Firestone from Volunteer Corvette, and they balanced with no problem--ride really good, too.
One other point I should have made and as I understand it, if you use the Goodyear 205-75-15 tires, you should receive 40% of the originality points for tires in the event you have the car judged. You can also be eligible for full condition points. If you use the 215-70-15 tires, you get a full deduct on originality for tires and, as a result, "0" condition points.
I have 205/75/15 radials (but Coker) on my 67 and am very happy with them. A little larger in diameter then stock as Duke says. I have measured a 2.3% correction to my speedometer. Speedometer would show slower.
For Cokers, it is a standard deduction of 75% of originality, but with Goodyear the deduction is less.

Do you drive your car in the rain, or snow? Do you autocross with it?
As Duke mentioned the 215-70R/15 size can be a tight fit as seen in the pic. The tires are Pirelli with 15 x 6" American Racing wheels. I have never had a problem with this setup. You say your wheels are 7", however, and that would give me pause to think. Perhaps others more knowledgeable can comment on the consequences of that extra inch....
