What color is the vacumn line holder and is the flat outer most lip of the under side of the hood, body color or black?

If you're talking about the clip under one of the intake manifold bolts, it's painted with the engine on a 300 hp.

Keith - The flat outer most area of the hood underside is painted body color. The mask used during production painting covered inward from the outermost rib where it meets the flat part. Others may have more concise explinations with accompanying photos.

That area looks like the photo below, although original cars didn't have a neat tape line separating the blackout from the body color; they used a cardboard spray shield that left a much more "fuzzy" separation.
