    fusible link on c2

Upon changing the starter on my '67 coupe I noticed a fusible link to the solenoid. Ther smaller diameter wire leading out of the black rubber insulator going to the solenoid was cracked and the wire exposed and corroded. My question is what is inside the black rubber insulator where the larger and smaller wires come together? Are the wires simply spliced together? Is there a fuse inside? Can I splice a new smaller guage wire to the existing larger gage to fix this?

The wires are spliced and soldered and then the plastic was molded around the joint.
