I'm sure you can cut them off and make them as functional as the others. Usually, though, these tubes are either encrusted with engine exhaust deposits or are burned off at the ends. So, replacement of all the tubes is usually the best way to go.
Actually the tubes that are there are in great shape. There's some minor deposits on them but not much. I can easily slide all the tubes out of the manifolds. I've owned the car for 2 years and I believe that the manifolds and AIR system was worked on shortly before I bought the car.
It must have been. Either that or the engine has very low miles on it. These tubes are often so encrusted that you have to knock off the "big chunks" in order to get them out.
