Because the United States is a democratic country, NOTHING will be done without the agreement of the majority's representation. A large portion of the population will have no stomach for forced deportation; we have tried internment before and achieved history's condemnation for an idea that seemed perfectly reasonable at the time.
Unless we can get BOTH sides of this argument to agree on SOMETHING, nothing will be done and we will have a continuing flood of humanity across the border...some of those will be bent on our destruction. Priority one is to secure the border; with electrified barbed wire and machine guns if necessary. After that, and rigorous enforcement of severe penalties for employers, everything else is negotiable IMO. The federal government shouldn't have to negotiate about doing it's job, but the fact is about half of it doesn't want to do it's job, and if this is what it takes to buy that half off maybe it's what has to be done.
Personally, I don't see the current proposed compromise bill as an amnesty; anybody at minimum wage paying out $5000 for penalities and fees just to stay here and work, and be considered for the normal citizenship queue, ain't being amnestied IMO...maybe I should have paid closer attention to Newt's reasoning.
