There's nothing on the label to indicate it is rerefined oil. With enough processing used oil can probably meet C-specs, but I doubt if it is economically feasible. Today's API specs are just too tough. Specific crude oils and processing are required to make the various base stocks used in today's oils.
Most of the recycled oil in SoCal gets filtered and mixed up to about five percent with heavy fuel oil used by ships.
I worked for the US postal service and they also used it in the LLVs, I would think that it would be clearly labeled and not in fine print if Wal-Mart was selling it on the shelf.
Googling the subject is informative. A lot of government agencies at all levels are using rerefined oil that meets the API specs recommended by the vehicle manufacturers.
It's not clear that it's cheaper. In fact it may be more expensive, but is considered "green". It takes a gallon of used oil to make 2.5 quarts of fresh base oil.
It's also not clear if motor oils that contain base oils derived from used oil need to be so labeled, but at least on off-brand I found makes marketing hay that their API certified oil is "rerefined".
The buttom line is that if a motor oil meets the API spec, it doesn't matter what the raw material source is.
Mercedes-Benz owners probably won't believe that "rerefined" oils are used for factory fill, just like they refused to believe 20 years ago that some of the engine technology came from the Vega.
