1964 Wiper grill underside?

Hi all,

Does anyone know if the area under the wiper grill area is painted black or body color? Could it have been painted after body painting was done and the area was only sparcly painted black leaving some visible sign of body color?

Any help would be appreciated.

area under the grilles is painted with dull blackout paint over body color
